Details: | SUMMARY: Recycle lagoon and flouride status DETAILS: I visited system as a follow up to info provided by Scott about the BW lagoon which is mostly filled with sludge and very little clarified water. Supernatant is being dumped into the Anderson Ck violatinga DEQ zero discharge permit condition. DEQ is aware of the situation. Scott estimates 74000 cu ft of sludge must be removed from the pond. Replumbing the recycled water into the raw water line above chemical injection will cost approx $12000 so they are deciding how to deal with that. They will be subject to FBW Rule violation in June 2006 if not modified. The city is exploring a 3 MGD water right from the Siletz River to increase flow thru Big Ck reservoir that has manganese and elodea problems. Concerns over pumping the sludge into the clarifying system are increasing with the loss of pond capacity. The city has temporarily discontinued flouride application due to hazardous conditions with the room, ventilation system and dosage system. I told Scott to have the city notify the community so the dentists would know.and he says Lee Ritzman has been infomred and is the one to make the decision. I also informed Amy Chapman at the County Health Dept of the situation and that she can provide info as needed. ACTION NEEDED: Revisit system in a 3-4 months and see what the status is. |
