Details: SUMMARY: Complaint Investigation of Unapproved Water Source DETAILS: On 9/14/2006, I received notice of a complaint of "Tidal Water" use as drinking water at the Best Western Pier Point Inn. The original complaint was received by Sarah Kingery, Lane County Sanitarian. Sarah called me after looking at the water system and verified they were using a different water collection system. I met with Keith and with the hotel manager, Anton Safonov on Monday 9/18/06 and took pictures. The system was not using "Tidal Water", but was collecting the spring water from a different location below their approved spring collection cistern. The collection site captured water after exposure to the atmosphere and was treated only with chlorine (no filtration). Contractors had been working on cleaning out the sediment in the spring collection system that had built up and reduced water flow. Staff had also constructed a new spring box right next to the existing spring box which we will consider to be a spring upgrade per Tom Charbonneau. I informed Keith and Anton that the spring upgrade hatch must be locked and water-tight. I also gave them a public notice template to post while using the emergency connection in addition to providing bottled water (which they have been doing). As of 9/20/06, they had disconnected the emergency connection and started using their upgraded spring collection system. ACTION NEEDED: None. Results of coliform sample collected 9/18 were absent and chlorine was 1.92 mg/L, which I recommended reducing. Operator will notify me immediately if they begin using the emergency connection again and will post the public notice template provided. They will give me a copy of the notice when needed. Pictures taken on 9/18 are available in the Springfield office file.
