Details:	SUMMARY: Treatment Technique Violation on 11/20/2006 at the Layng/Prather WTP DETAILS: Ray Pardee called today to report that the alum feed pump belt snapped today at the Layng/Prather WTP resulting in a 50% loss of alum feed into the treatment plant. The plant exceeded 1 NTU from 8:45 AM to 12:15 PM today. Peak NTU was 2.09. Chlorine residuals were maintained ranging from 1.22 to 1.5 mg/L free chlorine and CT values were met for giardia removal during the event. Plant flow was reduced to 775,000 GPD during the event and filters were backwashed as much as possible to limit the amount of high NTU water entering the transmission line. Individual filter effluent turbidity remained consistent among the filters. Turbidity was back down below 0.3 NTU by 2:45 PM today. Another Tier 2 notice is now required as the previous TT Violation Public Notice has already been mailed. ACTION NEEDED: Await copy of the public notice.
