Details: SUMMARY: Request from CWS for assistance with controls and automation problems. DETAILS: Glide Water Association owns and operates a community water system composed of a distribution system, river pump station, mixed media filtration plant, and several storage tanks. Automatic plant operation and low water alarms are dependent on telemetry from one tank that reports water level to the plant. Recently, the CWS contacted the circuit rider to request help in evaluating the telemetry system for the main tank and to offer a strategy for improving the reliability. The tank telemetry system has become unreliable, resulting in unpredictable occurrences of very low water levels in the supply system. This is a severe problem since by the time low water is discovered the town can be out of water. Service calls by the telephone company and local contractors to correct the problem have not improved reliability. The CWS is interested in changing the telemetry method to radio but has been told that radio might not work because there is not a line-of-sight path from the plant to the tank. I visited the plant and tank site and spoke to the operator about the problem. I studied the plant control scheme. The telemetry system uses current sensitive relays and floats. This type of system is very sensitive to resistance changes in the telephone network. The equipment on both ends of the telemetry line is quite old. Terminal oxidation and corrosion are evident. I conducted a data radio test between the plant and reservoir and verified that radio is a viable option. I provided a report to the CWS that identifies possible causes of the reliability problem and recommends two options for improving the system. The report included budgetary estimates. ACTION NEEDED: Answer questions generated by the report.
