Details:	SUMMARY: Complaint response DETAILS: Mr. Dougherty had received a complaint that J.R. Rooks who is the manager of the Crooked River Ranch water system has left the area for a while. In addition, the complainant felt that Keith Bedell, who is the DRC, isnt really available. I contacted Keith Bedell and got him immediately on his cell phone. Since he lives at CRR he has frequent contact with J.R. Rooks, and Keith said that Rooks has not left the site other than day trips. I talked to Jackie, the office manager and she said that Rooks had just gone to Bend today and she gave me his cell phone number. J.R. Rooks called me and stated that he was in Bend on business for the afternoon. He also indicated he has 2 experienced employees on site Dan Valdez and Michelle Comstock. I reviewed the operator certification requirements with Dougherty and indicated that the Water Company had submitted documentation several years ago that Keith Bedell is an employee of the company. Therefore DWP did not require a contract document. Dougherty felt he could address the complaint with this information and just wanted to be sure that DWP did not have an urgent compliance issue. PUC considers the water company to be an Association, the water company is arguing that they are a cooperative and there is on-going litigation between PUC and the company on several issues. ACTION NEEDED: DWP to review operator certification status and determine if a formal contract is appropriate, and assure that proper operator protocol documents are filed by the water supplier.
