Details:	SUMMARY: City council meeting to discuss status of water system improvement project. DETAILS: Brad Baird, consulting engineer presented information to the City Council regarding the SRF project, with the remaining work to complete distribution system improvements. A meeting had been held in March 2006 and both Brad, and the City Council thought that things would move forward. However, the City Attorney who was not present at this 11/29 meeting, and OECDD staff seem to have issues with the engineering costs on the project. The City Council is aware of the reasons for the cost increases and they would like to get the bill paid and move forward. The council asked what do they have to do to get OECDD to pay the engineering bills. There is funding from the block grant program to construct the arsenic treatment and connect the new well to the system. The engineer would like to combine the projects because there would be significant cost savings for construction. But OECDD seems to be indicating that SRF funded project has to be completed before the other project can occur. I also reviewed issues regarding the water quality and coliform violations that have been occurring the last couple of months. ACTION NEEDED: A meeting may be necessary between all parties involved to get the project moving.
