Details: | SUMMARY: Water System Survey significant deficience follow-up DETAILS: During the September of 2008 the water system survey conducted by Fred Kalish and Karen Kelley, DWP, several significant deficiencies were identified and required to be addressed by the city. In particular a tracer study and water system O & M manual are required and remain to be addressed by the city. I met with Fred Kalish at the DWP Springfield office on Dec 4 and discussed tracer study options and brought the WTP O&M provided by Ernie Newton from Myrtle Point. The reservoirs do not have effluent meters to measure flow under demand and installation costs are estimated to be $30,000 or more by Civil West Engineering Services. Civil West Engineering has requested the DWP grant a waiver to the city so that they do not have to install meter(s). I reviewed the O&M procedures with Fred ad will complete the WTP updates and recommend distribution/storage system procedures to be added so the manual addresses all aspects of the water system. I proposed conducting a tracer study on the sedimentation basins to record chlorine contact time since the city practices per-chlorination. The additional contact time in the sedimentation basins may provide adequate contact time to meet CT requirements without using the estimated contact time in the reservoirs. If the pre-chlorination study provides sufficient contact time then separate CT calculations must be conducted and added together to verify the CT actual is equal to or grater than CT required. ACTION NEEDED: I will complete my recommendations for the O&M manual organization and updating with the distribution/storage system recommendations. I will contact the engineering Co and the city to review contact tracer options as determined by Fred Kalish. |
