Details: SUMMARY: NW Regional Economic Revitalization Team Meeting regarding City of Prescott DETAILS: I attended the "Great Northwest Regional Economic Revitalization Team" meeting Wed June 3, 2009 to give an update on the City of Prescotts efforts to resolve an arsenic MCL violation. I said that the City was notified about the likelyhood that they would exceed the new MCL standard of 10 ppb based upon sample results in 2004 (28 ppb). The new MCL took effect in January 23, 2006 with initial monitoring to be completed by 12/31/07. The the Citys sample in August of 2007 was 29 ppb. In Oct 2007 Mark Edington with Columbia Co sent the City info about treatment and instructed quarterly monitoring (the MCL is based upon a running annual average of quarterly sampling). In Oct of 2008 Mark Edington attended a meeting at the City informing the City that treatment or a change of source would be required and provided them with planning information. The City informed Mark that no action would be taken unless instructed to do so in writing. After subsequent sampling completed 10/10/08, 11/06/08, 02/05/09, and 04/02/09 the MCL was exceeded for 4th quarter 2008 and 1st quarter 2009 (non reporting violations were issued for 1st, 2nd, and 3rd quarter 2008). An Administrative Order was issued April 14, 2009. Based upon recent efforts to seek funding and take steps to resolve the issue, the deadlines in the order are likely to be extended. ACTION NEEDED: City to complete a "Low to Moderate Income (LMI)" survey conducted by Chris Marko with RCAC (503-228-1780) to determine eligibilityfor Community Development Block Grants. RCAC is also going to assist with developing an RFQ for engineering services to investigate alternatives. DWP to review Administrative Order extension request and issue final determination. City to ultimately comply with the arsenic standard.
