| Details: | SUMMARY: 0.3 NTU 95% Turbidity Exceedance DETAILS: I called and spoke to Thomas Merrell about the exceedances of the 0.3 NTU turbidity standard, which requires that at least 95% of the turbidity measurements to be less than 0.3 NTU for direct filtration. The standard has repeatedly been exceeded since watershed damage occurred during the December 2007 storm, although they have consistently been able to keep CFE turbidity below the 1 NTU standard. The issue is expected to be resolved with the installation of a new membrane filtration plant funded by the 2009 ARRA stimulus money through the SRF loan fund program. I provided Thomas with the 30-day Tier 2 public notice template for immediate distribution and instructed him to repeat the notice each quarter as long as this standard was exceeded. I also instructed Thomas to include the required language in the CCR for 2008 and 2009. I told Thomas that Brad Danials would be contacting him to establish a bilateral compliance agreement outlining the steps needed to comply with the SWTR. ACTION NEEDED: System to issue public notice (30-day, quarterly, and CCR). DHS-DWP to work with water system to establish bilateral compliance agreement. | ||
