Details: SUMMARY: Answered questions on regulatory requirements DETAILS: I received an email from Ben Davis on 06/13/09 regarding various regulatory requirements. I typed up a response in a word document and e-mailed it to him on 06/24/09. Summary is as follows: the chlorine analyzer at the raw water booster station can be moved. CT is only required to be measured when the plant is operating, but entry point clorine residual is required to be measured daily. The lowest resdiual is the most conservative way to calculated CT achieved, however, the rule only requires that the chlorine concentration at the time of peak hourly flow be used. Chemical dosages must be recorded per OAR 333-061-065(5)(a) and it strongly recommended that these be calculated daily, however, calculations can be done less freqently as long as the data needed to complete the calculations is recorded daily. A 24-hr period is not specified in the rules - use what makes sense and be consistent. Automated closed loop process controls are great tools, but the skills needed to operate the plant manually should be maintained (at least monthly jar testing is recommended). I sent jar testing procedures developed by Roberts Filter Group along with my responses. ACTION NEEDED: System to make procedural changes as deemed necessary to comply with OAR.
