Details: SUMMARY: LCR Excursion DETAILS: Contact with Al regarding 92 days of Lead and copper excursion. Operator was unaware of the required water quality parameters set April 9, 2009 and excursion alerts. pH has been running at lowest 6.0 most frequent range 6.5-7.0. Sept 2009 round of lead/copper had a lead 90% value exceedence. Operator states sampling technique may have created lead exceedence. Operator turned off water values at 2 sample sites to assured first draw in the am. When first draw was taken the water had black particulates , as if they had broken free with the surge. This occurred at the 2 sample sites that had high lead levels. Public notice on lead distributed on 10/1/09. ACTION NEEDED: System to install a pH control system, estimated time a month. Sample pH daily until 7.2-7.8 range is obtained then resume regular biweekly sampling schedule. Operator to notify county when Water quality Parameters are met.
