Details: SUMMARY: Response to letter of 5/26/10 DETAILS: Kate represents Haven Acres homeowners. Said City notified homeowners that individual water billing and pipeline maintenance will end 6/1/10. She asked if DHS has authority to compel city to continue maintenance arrangement. I explained that this hinged on whether the city did individual billing. If they do, than the city is the water supplier. If they bill the homeowners or developer collectively from the single master meter, then the pipeline owner is the water supplier and we will designate Haven Acres as a purchasing water system subject to our rules. Sorting this out is a local issue, not addressed in our authorities. ACTION NEEDED: None
