Details: SUMMARY: Notified - by vm - of small spill far upstream DETAILS: Someone found an exposed oil tanker that overflows its viscous, drying oil-like substance into the Parrot Creek a few hundred yards from the South Umpqua River near theDouglas County Fairgrounds, 100+ miles upstream of Elkton.
