Details: SUMMARY: Boil Advisory Lifted DETAILS: I received a call from Kurt Krusick at 10:12 AM on July 4th stating that the sample taken on July 2nd was absent of coliform bacteria. The sample had been taken at around 10:30 AM on July 2nd near the end of the distribution system for Burnside Water Association at 39702 Burnside Loop. The chlorine residual at the time of the sample was 1.4 mg/l. A chlorine residual taken by the Burnside operator at the same location earlier that day at 9:50 AM showed a residual of 1.25 mg/l, which is within the normal range for that location, according to historical coliform sampling results. I called Kurt on the morning of July 8th when I got back in the office and Kurt said that the follow-up notice to rescind the boil order went well. He said they coordinated with staff from the City of Astoria and notified people via radio announcement, reverse 911, and door-to-door contact. ACTION NEEDED: Kurt said he would follow-up this incident with a mailing to give residents an accounting of the events leading up to the boil water notice. City of Astoria staff have discussed ways to prevent this from happening again as well as ways to respond to similar treatment interruptions. A decision was made by City staff to remove the magnetic contactors that work to power the pumps used for chlorination and replace them with continuous contactors that will not automatically disengage during a power loss or power bump. Those contactors were replaced on July 3, 2014. Follow-up actions include 1) Burnside to issue follow-up notice to residents-- 2) City of Astoria to provide OHA-DWS with a summary of the incident-- and 3) OHA-DWS to respond with guidance on how to respond to such an event should it ever occur again.
