Details:	SUMMARY: Systems Development Charges Information DETAILS: The Lusted Water District is located east of the City of Portland. The District provides water to 1200 people through 403 connections. The District purchases water from the Portland Water Bureau. The Circuit Rider was contacted by Ben Jacobs, a District board member regarding Systems Development Charges. Discussed SDC methodology including methods for system valuation, dealing with infill development, proper accounting and use of SDC funds.
