Details:	SUMMARY: Site visit to follow up Midland CPE DETAILS: Evan Hofeld and I conducted a site visit of the Midland water treatment plant to follow up on the four performance limiting factors outstanding from the comprehensive performance evaluation completed in March 2015. We measured differences in filter media depth of up to 16 inches indicating mounding of the media, noted reservoir levels lower than the 11.5 feet simulated in the 2011 disinfection tracer study, and observed a small water waste through the streaming current meter. ACTION NEEDED: Midland to address the following 4 factors from CPE: #5, filter backwash bed expansion sub-optimal (less than 20%), #7 (ensuring adequate coagulant feed control during power outages and varying raw water quality), #9 (high filter water turbidity response protocol through plant shut-off or auto-dial to operator), and #12 (ensuring adequate disinfection is occurring with reservoir volumes and peak effluent reservoir flows consistent with the tracer study).
