Details:	Tracy called to ask about 2020 and 2021 annual water system fees and late fees. Tracy purchased the system in Dec 2021 and the previous owner did not disclose the past due debt on the system nor was it part of the sale. DWS advised that Tracy only pay for the 2022 year billed.
