Details: | Background/Problem Identification: On February 18, 2022 Jason Carmen and Ami Feiffer with Rural Community Assistance Corporation (RCAC) and Timothy Gross with Civil West Engineering Services, Inc., Circuit Rider for the Oregon Health Authority (OHA), met with Richard Kruse and other representatives from the Hilltop Improvement District, a small public water system located in Lane County to discuss the potential of adding a backup generator to the District’s well house. The District’s water is supplied by a well and system pressure is delivered via a pump station. The generator is needed to ensure that system pressure is maintained in accordance with OHA requirements. Assistance Provided: The well is located in the river flats adjacent to Taylor Creek and is stored in a small above-ground welded steel tank adjacent to the wellhead. Water is pumped uphill approximately 50-75 feet in elevation to serve approximately 19 service connections. RCAC and Civil West personnel toured the wellhead and pump station building. The system is well maintained and there does not appear to be a readily available location to install an elevated tank as an alternative methodology for maintaining system pressure. Installing a generator with a transfer switch appears to be the least costly and most logical solution to ensure the system operates during fairly frequent power outages. Follow-Up Actions Needed: None. RCAC wanted independent verification that the generator was appropriate before supporting the District with funding. A memo verifying that finding has been prepared and sent to RCAC. Technical Reports to be Prepared and Expected Timeframe: The technical memo was prepared and submitted on 3-9-22. |
