Details: 06.06.22-Compliance monitoring updates and MPA sampling
Ryan contacted me with questions regarding their compliance monitoring requirements now that their system has been reclassified as an Oregon Verify Small Water System (OVS system):

Has Elk River Hatchery System been renamed “Oregon Very Small System” (OVSS)? Yes. Effective January 1, 2022.

Are we now only taking Coliform samples annually instead of quarterly? Yes. your schedule for RT samples was reduced to one RT sample per year. At groundwater sources, if coliform bacteria are absent in eight consecutive quarterly RT samples, routine monitoring may be reduced to once per year. IMPORTANT: If a routine sample (RT) turns out to be total coliform positive, or E. Coli positive, then your sampling schedule will return to quarterly sampling.

Are we now only taking nitrate every 3 years instead of annually? Yes. Once every three years. Your last nitrate sample was collected in 2022, so your next nitrate sample should be collected in 2025. The monitoring frequency was reduced because the concentration of nitrate is 5 mg/L or less in the last three consecutive annual samples. IMPORTANT: If the concentration of nitrate later exceeds 5 mg/L in any sample, water suppliers must return to monitoring nitrate annually for at least three years.

Is the microscopic particulate analysis (MPA analysis) still required? It is not required, but it is recommended. The well (SRC-AA) was confirmed E. Coli contaminated on Oct 5, 2021. DWS hydrogeologist required an MPA sampling to determine if the source was influenced by surface water. The new OVS rules became effective January 1, 2022, before the system could conduct the MPA sampling. Under the new rule for OVS systems, the MPA analysis is not required. Nevertheless, it is recommended based on the source proximity to surface water and the confirmed presence of E. Coli in the well. Circuit Rider assistance may be available should the system decide to conduct the MPA sampling.
