Details: Background/Problem Identification:
Casey Lyon with OHA reached out to the CR and requested an investigation into the treatment system at Garden Valley Water Association. OHA has a funding program to assist with system upgrades and there was interest in seeing if this water system could be updated through this program.

Assistance Provided:
Under OHA representative direction, Civil West Engineering Services Inc. connected with the water system and completed a site visit and researched the existing system. Based on our field inspection and research of the existing treatment plant it was determined that the existing buildings and equipment appear to have reached the end of their useful life so a full replacement would be recommended. We contacted several packaged plant manufacturers to determine approximate costs for a full system replacement would costs. We received several quotes and provided the quotes and preliminary costs.

Based on the quotes received, see the attached files, and current market construction costs it appears a new treatment plant with equivalent flow treatment capacity to the existing facility would cost:
Site Improvements: $100,000
New packaged Treatment System: $150,000
Misc. Costs: $20,000
Contingency: $67,500
Engineering: $54,000
Environmental: $27,000
Total: $351,000

This is a very preliminary construction cost and if the water system or OHA decides they would like to move forward with the replacement of the existing plant it is recommended that the water system complete a planning effort to evaluate the replacement options in more detail. This planning effort could be funded through the SIPP funding program and if requested the Circuit rider would be more than willing to help with the funding application.

Follow-Up Actions Needed:
OHA representative indicated a new tracer study should be completed. We will verify if that is still the case and if needed the Circuit Rider will help with the completion of a new tracer study for the system.
