| Details: | Clearwell cisterns #2 and #3 lack vents. The Water System believes that enough air vents through the cisterns' hatches to prevent undue stress of the underground concrete tanks. DWS can neither evaluate the structural integrity of, nor quantify the vacuum pulled, if any, in the underground concrete cisterns. Hence, the copacetic stalemate developed for now where the water system refuses to install vents on the tanks, and DWS leaves the significant deficiency to remain unresolved. |
