Details: | Tier 2 PN-CT and minimum chlorine residual at EP not met. On September 22nd - 25th, the system reported 0 chlorine residual at the entry point and consequently failed to meet CT on those days. Ty reported that the reason for failing to maintain effective disinfection treatment was due to the chlorine solution tank being empty. The chlorine solution tank was re-filled and since September 26, the chlorine residual at the entry point and CT values are back to meeting all requirements. Ty also expressed being concerned about discoloration in the treated water. pictures showing pre and post filtration were provided. Dan Vaage, with Civil West, noted that the tinge to the water is probably from tannins in the creek, still evident after filtration (mechanical filtration will not remove tannins). inadequate ACH dosage may also be part of the issue. The system may also be running faster than what is needed. Slowing down the intake and process through the plan could increase both coagulation, flocculation and filtration efficacy. I shared this information with Ty. Next steps: The system was provided a Tier 2 notice template for failure to maintain effective disinfection treatment. Instructions were provided to edit the template, post the notice and email a copy back to DWS. The system was also advised to collect a special sample and continue updating the Maintenance and Operation Manual with clear SOPs for all critical tasks. Recommended collecting a sample for manganese and iron at the EP to the distribution. |
