Details: | Background/Problem Identification: The circuit rider was contacted by Tia Ontko of Happy Hollow Water Company (HHWC) and was requested to assist with assessment of their reservoir and potential fixes for the aged and leaking reservoir. Assistance Provided: The circuit rider visited the water system on 07/08/22 to assess the reservoir. The ½ in ground reservoir (installed on a slope) appeared to be a cast in place structure, approximately 20’x18’x8’deep. The wall thickness was approximately 6” thick. The reservoir is approximately 20,000 gallons in capacity. The reservoir is assumed to have been constructed near the time that HHWC’s well went online in 1968. The reservoir exhibits what appears to be small leaks around the perimeter of the exposed walls. The concrete shows minor crumbling in some areas. We feel that a liner or sprayed in epoxy lining system could potentially extend the life of the reservoir for another 20 years. We estimate the cost for a liner and/or epoxy coat will be similar at 15-20 thousand dollars. Another option would be to install a new glass fused reservoir adjacent to the existing reservoir. A new glass fused, bolted, 25,000 gallon tank would cost approximately 60-80 thousand dollars. The water system also inquired about replacement of the distribution system. Maps were provided to the circuit rider for cost estimation purposes. The distribution system replacement would require replacement of approximately 7,000’ of pipe. We estimate the replacement could cost up to 300,000 dollars. If the replacement was done by the HHWC without federal funding, the cost for distribution system replacement could be significantly less.
