Details: | Background/Problem Identification: Daniel Hough reached out to Civil West on June 6th, 2022 and said that the Upper Coos River Water Association needs a plan to comply with Oregon Very Small (OVS) system surface water treatment requirements. The Upper Coos River Water Association provides untreated distributed water to 12 connections drawn from a nearby reservoir throughout the year through approximately 6,000 lf of 3” piping. The Upper Coos River Water Association’s water system begins as a 2” PVC line tee off from the 3” line. Immediately after the tee, the water passes through a 1-micron filter and the line downsizes to a 1.5” PVC line immediately thereafter and extends approximately 500’ until line branches off to individual units. Each connection has own storage tank & separate treatment system. Assistance Provided: A site visit to the water system was made on August 25th, 2022. From the information gathered and provided that each end user has developed their individualized private treatment and storage solutions, we recommend the following alternatives: 1. Breakdown the Upper Coos River Water Association into 3 entities w/3 connections or less lose OVS water system classification & corresponding requirements per OAR 333-061-0100 2. Install mechanical in-line chlorinator after the community sediment filter wi existing steel building in order to achieve compliance per OAR 333-061-0100. 3. Connect to/merge with existing water system nearby already in compliance ie Riverview Christian Fellowship water system. Another alternative discussed with Daniel Hough was the potential to connect to the Coos Bay North Bend Water Board (CBNBWB) system as part of a bigger project encompassing an expansion of the water board’s mainline towards this area which would also service other nearby communities needing solutions as well, according to Daniel. Follow-Up Actions Needed: The circuit rider program avail to assist further as needed. |
