Details: | North Plains Water Department is a community public water system serving approximately 3.095 people via approximately 1,105 connections in Washington County. The system purchases finished water from the City of Hillsboro (01513) and has an inactive groundwater well (WASH5926). The system has a 2 MG water storage reservoir (PR#61-2019) with a re-chlorination system. On October 27, 2022 the North Plains Water Department's DRC at the time, the City of Hillsboro reached out to DWS Staff stating they discovered the 2MG storage tank previously commissioned in February of 2022 did not have a detectable residual. Tank residual was zero, however, the distribution system maintained a good chlorine residual (0.4-0.5 mg/L). The system hypothesizes the water in this tank had no residual for approximately 15 weeks. The City’s system integrator was able to confirm that the reservoir had not been activated over the 15 week period thereby confirming that the reservoir was isolated from the system and none of the water with zero residual had entered the distribution system. DWS Staff suggested they inspect tank for points of contamination (critter/bird access points) and potential options moving forward (chlorine shock treatment, dichlorination + dump) were briefly discussed. 10/31/22 Update: System met with DWS staff to discuss plan to get tank back online. System plans to drain the tank, dump water, conduct an entry-inspection of tank, and then flush and disinfect the tank and associated piping (pipeline, , yard pipe, pumps, etc.). DWS Staff advised taking BACT samples post inspection, flushing and disinfection of impacted infrastructure and acceptable chlorine residuals are established. DWS Staff and system will remain in communication as steps are made to get the tank back online. |
