Details: | System reached out to DWS staff starting on 12/1/22 stating the treatment plant went offline due to high raw water turbidity associated with recent weather events. The plant resumed normal operations on 12/2/22 and increased chlorine dosage to about 1.2 mg/L. During this event the highest recorded turbidity that entered the clearwell was 3.43 NTU. The entry point chlorine residual dropped below 0.2mg/L for ~8 hours; dropping to 0.199 mg/L at 7:30am on December 2nd (minimum chlorine residual was 0.15 mg/L on 12/2/22) and returning to 0.2 mg/L at 3:43 pm on December 2nd. At no time did CFE filtered water turbidity exceed 5 NTU. The CFE filtered water turbidity was less than or equal to 1 NTU in at least 95 percent of the measurements for November of 2022 however CFE filtered water turbidity was greater than 1 NTU on December 1st. The system collected BACT samples on 12/2/22 and samples were found absent of coliform with a chlorine residual of 0.15 mg/L and chlorine residuals were as great as 1.2 mg/L (75 mg/L is normal operation) later in the day. In the future the system will continue to monitor raw water turbidity of their multiple sources closely and adjust their use and treatment as necessary. Update: System sent DWS staff a copy of the PN on 1/23/23 triggered by the treatment technique violation for a entry point chlorine residual below 0.2 mg/L. |
