Details: | After speaking with Mr. Krusick by phone, I sent a follow-up email regarding the high HAA5 report. Mr. Krusick has already updated his testing schedule to include quarterly DBP monitoring for 2019, which he forwarded to me. Included in my email to Mr. Krusick was text from Evan Holfeld's email, as quoted below: "Burnside had a similar level of HAA5’s in November of 2016. I noticed that the chlorine residual is low during the fall. Since disinfection byproducts (DBPs) are formed by a reaction of chlorine in contact with organics in the water and typically form higher levels with higher water age (also indicated by low chlorine residuals), this may be an issue where they need to flush the system more to keep water age low (you might relay that info to Burnside). High water age and low chlorine residuals are typical when demands drop off. With falling leaf litter in Astoria’s source waters and rains, this also increase organics in the source water which contributes to DBP formation. Normally, systems are required to treat for DBPs, but since Burnside purchases their water from the City of Astoria, Burnside’s options are limited to flushing as a practical matter. Again, Burnside has not exceeded the MCL as they have not completed quarterly monitoring." |
