Reasons:	Chlorine Operations

Details:	DEQ source water protection team let us know that City of Jefferson has been seeing an increase in chlorine demand during short periods on Feb 17, 24th and March 2nd. Chlorine demand increased 4x during short periods on these days and went back to normal. Water temp and pH are within normal ranges. System has calibrated all equipment, all pumps and facilities are working correctly, and they have been doing grab samples to confirm equipment monitoring. Entry point monitoring and distribution residuals are within the City's normal range. Operators have reached out to Salem, Stayton, and Albany who have not been having the same issues. System will keep monitoring and let DWS know if the situation is on-going.
