Details: | The repeat coliform samples were absent, so the Nov. 29 EC+ test result will not cause a violation. I learned that this sample had been collected before the disinfection contact chamber, so that it did not represent the treated water. Routine coliform samples are supposed to represent the quality of the water in the distribution system, post-treatment. We discussed revising their coliform sampling plan to eliminate this location as a routine site, and that they specify repeat sampling locations corresponding to each routine site. He may retain the repeat location of just after the storage tank if he chooses, to represent the "upstream" repeat location. However, they also did not meet CT for two days in late November. Daniel said that scale had gotten into the tube of the Stenner chlorine feed pump, causing the dosage to drop, so he cleaned out the tube. He also said it had happened before. I strongly recommended that they figure out how to avoid this happening in the future as this is crucial to meeting the disinfection standard and avoiding future violations. Not meeting CT for two days in November will result in a Treatment Technique violation. I emailed Daniel a recap of all this information and included the template for this public notice. He said he will include this notice with the monthly bills which are about to be mailed to residents. |
