Details: | Background/Problem Identification: The circuit rider was contacted by Robert Woodard from Lane County Public Works to assist the Mapleton Water District (MWD) with a condition assessment of their water distribution infrastructure. MWD represents a small rural community along the Siuslaw River located at the intersection of Highway 126 and Highway 36 in Lane County, Oregon and is approximately 15 miles east of Florence along Highway 126. Mapleton has a small water treatment facility that provides potable water for their community of about 600 residents through 244 connections. Raw water is supplied by an intake on Berkshire Creek which is a tributary of the Siuslaw River. The treatment plant produces potable water at a rate of 120 gallons per minute (gpm) and the finished water is pumped to two finished water storage reservoirs prior to distribution. According to the current operator Joseph Ronchon, and the WTP water meter, the average daily production is approximately 200,000 gallons per day (gpd). Ronchon indicated that the average billed customer usage is roughly half of the amount of water leaving the WTP. The difference is lost through leaks in the system. On 1/09/2023, Civil West (CW) met with the system operator, to discuss issues they have been having with their aging asbestos concrete distribution system. Most of the distribution is AC pipe, with some areas piped in PVC where the AC pipe has outright failed. We estimate that approximately 5 miles of distribution main will have to be replaced to eliminate the extent of the aged, leaking AC pipe. We estimate the probable total cost for this replacement to be approximately 7 million dollars. Based on the results of this investigation it is recommended that the water system complete a preliminary engineering report to detail the most feasible replacement project for funding/grant purposes.
