Details: | Background/Problem Identification: Michelle Bolton the Wickiup Water District Manager reached out to the CR looking for a second opinion to the new water source alternatives discussed in their recent feasibility study. Assistance Provided: The circuit rider read the feasibility study and visited the proposed project site. The selected project in the feasibility was to reconstruct an old 4-acre beaver pond by installing a ~400’ long concrete dam on Ferris Creek. Other discussed alternatives in the feasibility study were: • Groundwater Well Development: Wickiup Water System indicated that they are not interested in pursuing groundwater sources due to the perception that the taste would be bad, given the taste of a neighboring groundwater system. Potential taste issues if present could be handled via treatment. Another issue with developing groundwater sources in this area is the typical low yields of wells local to the Svensen area. • Additional Surface Water Sources: Of most interest would be an intake on the Columbia River and what would likely be a membrane treatment plant near the river. The feasibility study indicated that this option was potentially very costly, and it was not investigated further, nor was a cost estimate provided. Given the expense of the “Beaver Pond” option at $4M on a creek source, we believe the Columbia River as a source should be considered further. • Interties with other Water Systems: All local entities said they were either not interested in supplying water or were unable to due to limited resources themselves. This option should only be considered if all others are not feasible. Follow-Up Actions Needed: The circuit rider can assist further as needed.
