Details: | Background/Problem Identification: Michelle Bolton the Wickiup Water District Manager reached out to the CR looking for a second opinion regarding the new water source alternatives discussed in their recent feasibility study. Specifically, the water system is interested in obtaining a cost estimate for an intake on the Columbia River with a membrane type water treatment plant. This option was briefly investigated as part of WWD’s recent source water feasibility study but was deemed to be too expensive compared to the other proposed source options. Assistance Provided: In the prior circuit rider support effort, the circuit rider read the feasibility study and visited the proposed project site. The selected project in the feasibility study was to reconstruct an old 4-acre beaver pond by installing a ~400’ long concrete dam on Ferris Creek. This project was estimated to cost 4 million dollars to complete. The feasibility study also indicated that the option for a surface water intake on the Columbia River and associated water treatment plant was potentially very costly, and it was not investigated further, nor was a cost estimate provided. Given the expense of the “Beaver Pond” option at $4M on a small creek source, we believe option of using the Columbia River as a source should be considered further. On the following page we present a high-level cost estimate to build a 600 gpm membrane ultrafiltration water treatment plant with an intake pumping station on the Columbia River. We note that the price is considerably larger than the Beaver Pond project, but we believe using the Columbia as a source is a much more sustainable option for Wickiup Water District.
