Details: | Background/Problem Identification: A wildfire broke out near Interstate 84 at milepost 87 on the east side of the Dalles on June 14, 2023. This fire affected the property of View Point Trailer Court, destroying two mobile units and scorched the hillside on which the water system’s 20,000-gallon concrete cistern is located. Additionally, the cistern was drained when the system’s fire hydrant was used to help extinguish the fire, causing depressurization of the water system. When a wildfire happens, volatile organic chemicals (VOCs) can enter the water system and pose a threat to the consumer’s health. OHA asked Civil West to assess the system and determine the extent of the damage and if VOC sampling was necessary. Assistance Provided: Clinton Cheney visited View Point on 06/19/2023 to assess the system. His recommendation was that VOC sampling should be performed as soon as possible as the case falls into the red-text scenario of OHA’s guidance document for post-wildfire VOC sampling for public water systems (See Exhibit A). The system’s cistern was damaged (loss of roof, melted electrical conduit for the float, melted epoxy) and the water system was depressurized.
