Details: NCPHD received an alert for Tooley Water District. Their routine Nitrate sample from Well #2 (lower well) was recorded at 15.2 mg/l exceeding the MCL.

I reached out to John Amery who is the Chair of the Tooley Water District Board and discussed their public notification system. Tooley had notified the public in June (when the well was activated) that they would be activating the well and that there was a potential for high nitrates. Tooley notified the public again on the first alert (post-activation) for exceeding the MCL on July 26, 2023.

We both discussed the issues with taking the notice down after results dipped below the MCL and then resubmitting the notice after exceeding the MCL, since results usually take 2 weeks for an alert to trigger. This could pose a risk to the resident's health if they were to have a false sense of security while the nitrates have been exceeded.

John will be updating the district's website to explain the current results and to remind residents that the water is not safe to drink.

They've also done an analysis on the district's water consumption and will be discussing the deactivation of Well #2 soon.

Tooley has been working with several agencies (EPA, DEQ, OHA, GWI) on loans and grant funding to help support a new well and land acquisition for that well, which could take up to 24 months (Business Oregon Statement) for completion.

I directed him to the drinking water climate resiliency funding which became available 9/7/23 and could be a potential source of funding for their well proposal.
