Details: | Background/Problem Identification: Bill Goss of OHA reached out on behalf of Country Garden Estates MHP to the circuit rider indicating that the water system needs help in determining if their 10,000-gallon concrete reservoir should be repaired, or if it should just be replaced with a new tank. Assistance Provided: The circuit rider visited Country Garden Estates on September 1st and made a non-destructive assessment of the condition of the concrete reservoir. The condition of the roof of the reservoir appeared to be spalling quite badly. The majority of the spalled material was from prior repair (skim coat) attempts. The original concrete (1977) consists of rounded aggregate (not ideal) and poorly graded fines (dirt instead of sand for fines?). Gradation issues aside, it is the circuit rider’s opinion that possibly too wet of a mix coupled with an improper initial cure likely caused extensive surface cracking. Said surface cracking likely led to water retention/ponding and the inevitable freeze/thaw cycling that accelerated the spalling. It is our recommendation that a competent flatwork contractor could come in and remove all the spalling/loose material from the surface and place a 4” thick reinforced repair on top of the existing roof. The existing manways would likely require an extension to raise them above the repair surface. To further protect the new concrete roof, we recommend extending the existing WTP roof in kind over the reservoir tank to protect it from the elements. The roof panels over the manway sections shall be hinged to afford access to the tanks. Follow-Up Actions Needed: The circuit rider is available to assist further as needed.
