Details: | On December 6, 2023, Brian Moore and I discussed the status of the tracer study and the operation of the tank mixer installed in the clearwell. The discovery of the tank mixer that had been installed in the clearwell without prior plan approval or a new tracer study to determine the impact of the mixer on disinfection contact time was identified as a significant deficiency in the 8/31/22 survey. From our conversation, it sounded like the City's desire was to remove the tank mixer rather than conduct a tracer study to verify how the mixer impacted the contact time. On December 27, 2023, I sent a follow-up e-mail seeking confirmation that this was still the plan and to determine the status of the mixer's operation. Brain Moore replied via email on January 3, 2024 that the mixer had been turned off. With the mixer now off, a new tracer study is no longer needed and the original method of determining CTs and contact time is still valid. Due to an abundance of contact time, DWS provided the original method using conservative contact time calculations to Nehalem on 8/13/12, which are shown on page 12 of the 8/31/22 survey report. I let Brian know that the survey deficiency is considered resolved as of January 3, 2024. |
