Details: Corrective actions for 2023 SS deficiencies and rule violations

01.14.2025 - Joseph Little with Civil West informed me that he is preparing the CT methodology for Black Bar. Joseph requested verification of the storage tank sizes. There was a discrepancy between the tank size described in the survey report and the tank size noted on the water system schematic.

Next steps: I contacted John Little to verify the tank sizes. John couldn't provide specific measurements, but previous surveys indicate that both the raw water and finished water storage tanks are approximately 1,500 gallons each. I updated the 2023 survey accordingly. The schematic now reflects these tank sizes, aligning it with the information in the survey report. A copy of the updated 2023 survey report was provided to the operator via email.

01.04.2024 - John submitted an action plan to address the survey deficiencies. Due dates to address significant deficiencies extended to July 1, 2024.

Next steps:

- Turbidity sample will be taken at the crossover pipe hose bib that will provide a representative sample from both filter cells. NTU sample will be collected after filter cells but before going into the Balance tank. Time frame: This will be implemented from Opening in May or June 2024. Tentative opening May 15 is subject to weather and road access.

- Failure to calculate contact time values correctly: Circuit Rider Program assistance requested. Marlin has assigned an engineer named Manny from the Medford office to begin working on the tracer study methodology. Time frame: The goal will be to have the tracer study and contact time implemented by June 15, 2024.

- Incomplete operation and maintenance Manual with SOPs: The system has already started working on the operation and maintenance manual. Time frame: The goal is to have the manual completed by June 15, 2024.
