Details: | Plant unable to produce treated water with NTU within required range. 01.22.2024 Kevin informed me that he is having issues with the flocculation process again. Jar testing shows floc formation, but there is no floc forming in the tank. He reported raw water turbidity at 13 NTU and treated water turbidity at 3.08 NTU is set on filter-to-waste. The flow rate leaving the plant is set at 20 GPM; water storage tank capacity is at 5,000 gallons and free chlorine level at the entry point is 1.0 ppm chlorine. Next steps: Kevin was advised to reach out to the system's water treatment consultant and DRC to discuss reducing the mixing speed in the flocculation chamber and also consider reducing the flow rate of the water leaving the plant. I also recommended reaching out to the Oregon Association of Water Utilities (OAWU) for assistance. A copy of a Tier 1 notice was provided. Kevin was advised to issue a Tier 1 notice in the event that water with high turbidity is sent to the public. 01.18.2024 Kevin reported that he stopped producing water due to high turbidity levels in the treated water. He requested guidance on addressing the high NTU and possibly having to post a Tier 1 boil advisory. After troubleshooting the treatment process, Kevin identified a partially clogged coagulant feed line to be the problem. The clogged line was replaced and turbidity levels in the treated water dropped back within normal range. No boil advisory was needed. No further actions needed at this time. |
