Details: | PFAS sampling conducted as part of the fifth round of the Unregulated Contaminant Monitoring Rule (UCMR5) showed PFOS at 6 ppt, PFHxS at 8 ppt, and PFBS at 3.4 ppt at entry point B (EP-B) for Well #4 (4TH ST. CITY SH.) for a sample collected on 6/20/23. Sampling also showed PFOS at 7.8 ppt, PFHxS at 8.4 ppt, PFHxA at 3.9 ppt, PFBS at 10 ppt, and PFPeA at 4.2 ppt at entry point C (EP-C) for Well #5 (HARPER RD) for a sample collected on 6/20/23. The PFOS results from both EPs exceed EPA's non-regulatory lifetime health advisory level (HAL) for PFOS of 0.02 ppt but are below Oregon's 30 ppt HAL for the sum of PFOS, PFOA, PFNA, and PFHxS (EP-B sum = 14 ppt and EP-C sum = 16.2 ppt). When results show the presence of PFAS in drinking water above an EPA HAL, EPA recommends public water systems take steps to assess contamination, inform customers, and limit exposure. A letter was mailed and emailed to the water system on 12/19/23 which included information on how the results compare to state/federal health advisory levels and proposed regulations, requirements to notify customers of availability of results and report detections in the annual consumer confidence report to customers, recommendations to conduct additional PFAS monitoring using an accredited lab and to examine steps to limit exposure, and information on BIL-Emerging Contaminant funding available to address the contaminant. Lithium was also detected at EP-A Well #2 (Newport Park) at 29 ug/L, EP-B Well #4 (4TH ST. CITY SH.) at 32 ug/L, and EP-D Well #6 (HWY 395) at 23 ug/L for samples collected 6/20/23 and info on lithium was provided to the city in the email sent 12/19/23. EPA has not established a health advisory level for lithium in drinking water. EPA is using a health reference level of 10 ug/L to compare UCMR5 results to which is based on a therapeutic dose (not a drinking water exposure). While these results exceed this health reference level, it is difficult to interpret the health risks, if any. |
