Details: | Background/Problem Identification: Joe Maltese from Mt. Terrace MHP contacted the Circuit Rider (CR) to request assistance with addressing several operational issues and to explore options for delivering contaminant-free water to residents. The CR contacted Joe on 12/07/2023 to begin collecting information about issues they were experiencing with their water system, specifically around positive tests for arsenic levels above the MCL. Joe also mentioned his desire to investigate alternative sources of raw water on the property. Assistance Provided: The CR reviewed the most recent water system survey report from December 2020 and found numerous unresolved deficiencies, mostly centered on inadequate documentation and operator certification. The CR also reviewed contact reports filed by Coos County Health & Wellness that indicated there had been an ongoing history of positive tests for arsenic and coliform. Point-of-use filters were installed in 2019 to help address the arsenic issue, however, inadequate monitoring and maintenance of the equipment appears to have negatively impacted the effectiveness of this approach The CR made site visit on 12/13/2023 at the water system & discuss operations with Glenn Doetsch, the onsite operator. It was readily apparent to the CR water system needed significant upgrades & improvements to help ensure the delivery of safe drinking water to residents of Mt. Terrace MHP. Following the site visit, communications with Joe Maltese centered on the need to pursue funding for the purpose of conducting a comprehensive feasibility study. The CR contacted agencies such as Business Oregon and Rural Community Assistance Corporation to do an initial investigation into potential funding options. In the opinion of the CR, a concentrated effort to secure funding is the appropriate next step. Follow-Up Actions Needed: The circuit rider is available to assist further as needed.
