Details: | The DRC of this system received notification by mail of violation 3088924, not submitting L&C samples for the last half of 2023. This was the first round of their new 6 month testing schedule, established because of their September 2022 90% copper exceedence. The system did take 5 L&C samples on October 4th, 2023 and submit on the 16th of the same month. However, only 5 samples were submitted, instead of the required 10. When a system with over 100 population is assigned a 6 month sampling schedule for L&C, 10 samples are required. After their September 2022 exceedence, the system began their 6 month interval early and sampled in May of 2023. Results were below the MCL and only 5 samples. No violation was issued for not submitting 10 samples because the official 6 month sample did not begin until July 1st, 2023. Prior to the September 2022 copper alert, The system had also exceeded the copper MCL in May of 2022, but this test was outside of the official testing window of July 1st through Semptember 31st, for systems on annual and tri-annual sampling. Therefore, the May sample did not trigger L&C rule compliance in the way that the September 2022 exceedence did. The next compliance date for copper is a September 2024 submission of a water treatment plan. The system has hopes that test results will show that the new plumbing, thought to be causing the elevated copper numbers, has burned in and is no longer generating excess copper in the water. The DRC stated that the system will sample from 10 separate sites for L&C in April, and again after July but before their September treatment plan submission deadline, with hope that the numbers will show evidence that corrosion control treatment is not necessary. |
