Details: | On 1/17/2024 I had issued a Final Approval letter for the emergency chlorination system for the Oak Grove Spring (SRC-CA) under plan review number 13-2021. The chlorination system was to provide 4-log viral disinfection prior to a majority of the distribution system if the Oak Grove Spring were ever to be needed and activated by re-connecting the spring to the system. Until such time, the spring, having had a history of e-coli positive results, was to remain disconnected. On 2/21/24 I became aware of some historical information which indicated that past attempts to exclude surface water by reconstructing the spring in 2013 had failed and never fully completed prior to the merger between the Oak Grove Water District and Ice Fountain water systems and disconnection of the Oak Grove Spring. I forwarded the information to the Ice Fountain Water District on 2/22/24 for further investigation. In a conversation with Ice Fountain Water District Manager Chris True on 2/27/24, Chris confirmed that they did not have information that showed the repair was completed and successful. I explained that the inability to exclude surface water, meant the spring would be classified as surface water and that the disinfection system was inadequate for pathogens found in surface waters (e.g., Giardia and Cryptosporidium). I said that the entire system would need to be on a boil water notice should the Oak Grove Spring be placed into use and confirmed that the spring is to remain physically disconnected until needed for emergency use. A revised Final Approval letter was written to address the surface water classification of the Oak Grove Spring. |
