| Details: | Scott called after hours on Friday January 11th. A message was left for him on Monday January 14th and he called back to discuss some issues that the system is experiencing and whether DWS has any rules that could apply to the situation. The water system has an easement to the springs, however, they've been using a private road to access the springs for many years. Recently the water system was locked out of the private road and has to access the springs across more difficult terrain. The production from the springs has been reduced significantly (50%) recently, and when they accessed the springs they determined that work needed to be done. This is difficult because of the easement issue. I suggested that he contact a lawyer versed in land use/access issues as none of our rules would apply here - they have an easement which technically meets the definition of the rules even though it does not allow them to complete the necessary work (no vehicle access). If the water system pressure is below 20 psi, then a boil water advisory would be required. |
