| Details: | The system inject orthophosphate for LCR corrosion control. The Ph in the ground water has lowered causing the system to have 239 exceedance since July 2023. The operator is working with the circuit rider program. The circuit rider recommended the addition caustic soda treatment for Ph adjustment. We discussed the operators time line for submitting plan review for the new treatment. I informed him it needs to be very soon. We discussed the public notice (PN) that was required by March 26 that was not submitted. I am working with the operator to get the PN completed. I spoke to Brad Daniels regarding enforcement. A bilateral compliance agreement will be developed. The operator was informed that the system could not be returned to compliance until a six month period has passed showing 9 or less excursion. The soonest would be January 2025. The system currently has a score of 11 due to a missing 4th quarter 2023 coliform sample and two five point violations for treatment techniques excursions. |
