Details: Background/Problem Identification:
Shelly Allen of Dexter Shores Mobile Home Park contacted the Circuit Rider (CR) to request assistance with completing a lead service line inventory. The CR contacted Shelly on 09/21/2023 to collect preliminary information about project objectives and to begin scoping the required support effort.

Assistance Provided:
The CR reviewed a presentation by OHA from 05/31/2023 that provided a broad overview of service line inventory requirements. The CR next contacted Amy Word of OHA to gather additional project details. Amy subsequently provided the CR with inventory templates and submission instructions. Shelly provided the CR with a schematic drawing dating back to 1981 when the park was constructed, however, the CR was unable to determine specific details on the type of materials used for water distribution. The CR also reviewed the most recent water system survey report.

The CR made a site visit on 10/19/2023 to meet Shelly and to review the water system, particularly the above-ground portions of the distribution piping. It was not possible to conclude by visible inspection if lead service lines were in use. The CR discussed additional steps in data gathering with Shelly.

Following the site visit, the CR contacted Lane County to obtain plumbing permits & inspection from 1981. Review of documentation didn't reveal type of materials used in the service lines. Similarly, contacts made to local plumbing contractors who have done work in the park provided no useful information.

Communications with Shelly have centered on obtaining additional resources to complete inventory may require physical inspection/excavation. Possibility of needing to replace lead service lines. The CR concurs effort focused on applying for recently announced BIL-LSLR federal funding is likely appropriate next step.
