Details: Mr. Avery contacted me to discuss the public water system requirements for Student Transportation of America (STA) which is leasing the former Mary's River Lumber Mill site. The mill stopped production in 2016. I had a phone conference with Mr. Avery and Suzanne Johnson who contracts with STA as an environmental consultant. Suzanne assisted STA with preparation of an operations and maintenance manual, a coliform sampling plan, review and mitigation of the significant deficiencies (SD's) noted during the survey. STA has leased the property since approximately 2019. They provided busing for the Corvallis and Philomath School Districts.
The mill has become the staging area for STA's bus fleet. During the February 2023 survey it was noted that buses are parked less than 50 feet from the well. The minimum set back is 100 feet.
The former STA manager who I was working to correct the SD's left his position in approximately October 2023.
I've multiple meeting on the STA property with STA management who came in from out of state to assist while staffing issues were mitigated.
I provided Mr. Avery at his request past surveys for Mary's River Lumber and STA, the 2004 Source Water Assessment of the mill, a digital copy of the drinking water rules, and linked several key areas from STA Safe Drinking Water Drinking WAter Information page (SDWIS) for their review. I also linked the sensitivity analysis completed in 2023. The aquifer is fractured bedrock, the well casing seal was verified with the Oregon WAter Resources Department (OWRD) to be improperly constructed.
We discussed why bus parking 100 feet was required to prevent contamination of the aquifer. Mr. Avery discussed being interested in correcting the well seal.
