| Details: | I spoke with Howard Robbins and explained the requirements in DWS' recent administrative order and the potential for civil penalties due to the lack of compliance with the order. I directed Howard to hire a licensed backflow tester because a device at the water system has not been tested annually as required, and to have his on-site operator/manager properly maintain the corrosion control treatment system and report measurements every month. I also suggested his operator attend the small water system training class. Howard asked about fines and I said that because he seems cooperative, a penalty is unlikely but that if we speak again and the water system remains out of compliance, then DWS' next step would be to assess a fine. I said that doesn't seem likely and we would try to avoid that of course. |
