Details: FYI only.

Power failure (from wind) affected disinfection times at the WTP. However, CT was met at all times. That said, there was a slug of water whose chlorine dipped lower than usual for a half-hour around 6:10 am.

The actual CT got close to the required CT, causing the concern.
However:

  • the slug of water in question always met CT, and
  • the water was likely actually over-disinfected due to the 4 hours the chlorinated slug of water sat waiting for the power to turn back on to open the valve. So it had much more contact time than operators could record.
    (We could've dug into those details if CTs were ever not met. But it was unnecessary.)

    • More details were submitted by Astoria, however no compliance issues arose due to the incident.

    They are now working to reduce the risk of this type of event occurring in the future.
