Details: | DWS engaged with the system’s personnel regarding their September and October LCR excursions through multiple communications in subsequent months. Emails: • 9/9 – Inquiry regarding monitoring locations • 9/30 – Request for WQP reevaluation • 10/24 – Notification of excursion and follow-up actions • 11/18 – Inquiry about PN frequency requirements • 12/2 – Discussion of the 60 mg/L minimum and its implications Phone Calls: 9/4, 10/25, and 11/22 DWS staff emphasized that failing to meet the newly established alkalinity minimum of 60 mg/L would result in additional LCR excursions and explained the implications of a treatment technique violation. They reminded the system of the requirements for 6-month tap L&C monitoring beginning in 2025 and the need to issue a Tier 2 PN every three months. To support compliance, a PN template was provided. Through these discussions, it became apparent that system personnel may not have fully understood the requirements of the alkalinity minimum. However, they have since expressed confidence in their ability to meet the standards moving forward, are aware of the 2025 L&C sampling requirements, and have actively sought assistance with PN wording and compliance efforts.
