Details: | 2024 Survey deficiencies 09.03.2025 I emailed the operator confirming that the drinking water standards have not changed and that chlorination proportional to flow has been required since the 1980s. Even though past surveys noted the city's down-well chlorination method, recent discussions with DWS engineers and hydrogeologists revealed that this method does not ensure proper proportional flow chlorination, which is a critical safety issue. The city has the option to apply for a waiver from the construction standards. a web link was provided. DWS can work with the city to create a flexible compliance schedule. Also, circuit rider program offers free engineering help to find cost-effective solutions. Lastly, links were provided to available funding sources, including the Sustainable Infrastructure Planning Projects (SIPP) program, which offers a free feasibility study. 07.02.2025 Regarding the down-well chlorination deficiency noted in the survey, the City of Brookings emailed me requesting clarification on whether the regulations have change since the system was installed and if they are eligible for an exception as they believe the system was built according to the OHA's requirements at the time. the city also noted that addressing this deficiency would cost nearly $500,000. They are concerned they may not be able to come into compliance for a long time without funding assistance and area asking for any potential funding sources. 01.16.2025 The City of Brooking Water System requested an extension for the two deficiencies identified in the 2024 sanitary survey. Next steps: The Brooking PWS has been granted until November 28, 2025, to resolve the pending survey deficiencies. The extension was granted to allow for the completion of an engineering assessment of the chlorine injection and raw turbidity of the Ranney system. The operation and maintenance manual for the Brooking Water System has been completed and implemented as of January 3, 2025. |
